Pecking is a general and member of the Prime Minister's council.[1]

Biography

In 1899, the council has a meeting to decide the Prime Minister's public position on the Touched. General Pecking describes them as a few women pulling parlor tricks, then says that a Touched girl with the turn of physical endurance should be enlisted.[1]

Pecking and the council sign the documents[2] to establish the Certification Act and the Blue Badge Act to keep the Touched accountable and visible.[3]

The council is at odds regarding Maladie's public execution, specifically Prince Albrecht, who is against the hanging. However, Lord Massen insists that the hanging move forward and ensures that precautions will be taken to minimize the risk of a potential attack by the Touched. For this, General Pecking will have the troops patrolling around the square.[3]

General Pecking later attends Maladie's execution, when Lord Massen tells him that the Beggar King was supposedly unresponsive and said that his men weren't trained to stop fights, though Massen warned him which neighborhoods to steer clear of. Pecking then questions if they should deal with the Beggar King more permanently with a coup. The execution begins and they watch as Clara Stowe, disguised as Maladie, kills herself after a group of Touched attempted to rescue her. Pecking runs away when the Colonel electrocutes part of the crowd.[3]
